Billy Soo Memorial Park is a large grassy piece of land on the northern edge of Blayney, located on the Midwestern Highway. There are picnic tables and a bin. There is a pavillion with a statue of Billy Soo, but no seating in the pavillion.
Billy Soo was a refugee of the 1950s, who came to Australia from Hong Kong as a stowaway. He was fleeing the repressive communist regime in his homeland of China.

Billy worked hard and established himself in business. He became a stalwart of the community. He married and had 4 children but was tragically killed in a car accident in 2003.
